The Mandela Bay Development Agency (MBDA) is a municipal entity that was established in 2004 by the Nelson Mandela Bay Municipality (NMBM) to introduce urban renewal projects and initiatives into the inner cities and various emerging and developing nodes of the Nelson Mandela Bay (which comprises Port Elizabeth, Uitenhage and Despatch).

The Mandela Bay Development Agency (MBDA) accordingly invites proposals from suitably qualified and experienced practitioners / consultants, to be appointed for a 12-month period to provide taxation and related advisory services inter alia:

- Value Added Tax  (VAT) advisory services

- Income Tax advisory services

- PAYE advisory services

- Liaison with SARS on behalf of the Agency as and when required

- Any other related services

The MBDA hereby invites suitably qualified service providers to provide support services on its Sage Evolution Software Modules, VIP Payroll, Pastel Payroll in respect of the following services that are required:

• On-site support
• Off-site support
• Remote support
• Report writing for customized requirements of the Agency in the Business Intelligence (BI) module
• Data migration services for existing Sage systems data to the new MSCOA EMS system being implemented by the parent municipality of the MBDA.
• Any other related services required

1. Background

The Mandela Bay Development Agency (MBDA) is a municipal entity that was established in 2004 by the Nelson Mandela Bay Municipality (NMBM) to introduce urban renewal projects and initiatives into the inner cities and various emerging and developing nodes of the Nelson Mandela Bay (which comprises Port Elizabeth, Uitenhage and Despatch).

As part of its mandate it is also the Project Execution Agency for the NMBM in respect of the Helenvale Safety and Peace through Urban Upgrading (SPUU) programme, a foreign donor funded project of KfW Bank in Germany and which forms part of a government to government financial cooperation agreement between Germany and South Africa.

The MBDA hereby wishes to invite suitably qualified and experienced service providers in the auditing field to undertake the scope of work outlined below.

2. Objectives of the audit

1.  The objective of the audit of the Disposition Fund(s), including the Special Account, is to permit the auditor to express an opinion on the financial reports and statements of expenditures based on the withdrawal applications for the Disposition Fund(s). Such expenditures have been made under the financial position of the loan/ financing agreement for financing the Helenvale SPUU Programme of Projects.

It is important to note that the Audit Period will be from 17 July 2021 up until 18 July 2022.

The MBDA hereby calls interested Catering (Food preparation services) Operators to submit proposals with quotations for the leasing and of the Tramways Building based Kitchen Facility. The Facility was completed in 2015 and operated as a hospitality / chef training facility for a youth program based at the Tramways.

The fully fitted kitchen with accompanying storage space and cooking utensils with built in stove, extractors and washing facilities is supported by available shower and ablutions facilities. A small administrative/ reception area is also available for all administrative purposes.

The space for lease is Ground Floor, The Tramways approximately 304 square metres to be available for viewing on the 17 of August 2022 AT 10H00. Also see annexure A.
